HIGH RISK LICENSING

A High Risk Work Licence (HRWL) is a nationally recognised licence required to perform high-risk construction and industrial work in Australia. This includes operating machinery such as forklifts, cranes, and elevated work platforms, as well as performing dogging, rigging, and scaffolding work. A HRWL ensures workers meet strict safety and competency standards set by Australian regulators.

It is an offence under the Work health and safety legislation to allow persons to perform high risk work without a current licence and it is an offence under the Crimes Act (1900) for using or possessing or making a false document. The maximum penalty is imprisonment for up to 10 years. 


High risk work licences are valid for five years. You can search online to confirm the status of a HRW licence, although the search will only return results for workers that hold a current HRW licence and for licences requiring renewal.

Before your business can perform any potentially hazardous work you must hold the appropriate work health and safety licence. A work health and safety licence ensures that risks to workers and the public are managed to ensure a high level of safety.

How long does a High Risk Work Licence last?

In Australia, a High Risk Work Licence is generally valid for 5 years. It must be renewed before expiry to remain valid. Renewal requirements may vary slightly depending on the state or territory.
 

Can I use my High Risk Work Licence in other states?

Yes. High Risk Work Licences are nationally recognised across Australia, meaning you can work in any state or territory without needing to reapply for a new licence, provided your licence is current and valid.


​What type of Identification do I need to do my assessment?

Each State has their own ID requirements to undertake your HRWL Assessment.

In NSW you must provide at least 2 identity documents. Your documents must confirm your name, date of birth, and identity, and at least one must include a photo. You must provide either 2 documents from the primary list, OR 1 primary + 1 secondary document.

 

Common accepted documents:

Primary ID (must include at least one):

  • Australian driver licence

  • Australian or foreign passport

  • Birth certificate

  • Citizenship certificate
     

Secondary ID (if required):

  • Medicare card

  • Centrelink concession card

In QLD you must provide at least 3 identity documents, including one photo ID. Your documents must confirm your name, date of birth, and identity, and at least one must include a photo.

You must provide either 1 documents from the Category A + 2 from Category B, OR 2 Category A + 1 Category B.

 

Common accepted documents:

Category A:

  • Driver's licence

  • Passport

  • Birth certificate
     

Category B:

  • Medicare card

  • Bank Card

  • Utility Bill
     

If you don’t already have Queensland-issued ID (like a licence or proof-of-age card), you may need to complete a Transport and Main Roads identity check first using 3 identity documents.
